27-Jul-2021 Mr. Gajender Bhatti (Associate Planning Executive) briefed the facts of the project. Mr. Anurag Srivastav is present on behalf of the promoter. The promoter Sternal Buildcon Pvt. Ltd. (Change of Developer) applied for registration certificate of real estate project namely “Signature Global City 81” for the area admeasuring 11.9778 Acres located in Village Nakhdola, Sector-81, Gurugram., under section 4 of the Real Estate (Regulation and Development) Act, 2016 vide central receipt no. 10655/20386 dated 02.07.2021 and RPIN-346. The Temp I.D. of REP-I (Part A-H) is RERA -GRG-PROJ-880-2021, the application by the promoter was scrutinized and deficiency notice indicating deficiencies was conveyed vide notice no. HARERA/GGM/RPIN/346 dated 08.07.2021. The Department of Town and Country Planning, Haryana has granted the license to develop an affordable plotted colony under DDJAY scheme of 2016 for the area admeasuring 11.9778 Acres vide license no. 07 of 2021 dated 05.03.2021 to M/s logical Developers Pvt. Ltd., M/s Pulse Estate Pvt. Ltd., M/s Tocsin Builders Pvt. Ltd., M/s Monga Properties Pvt. Ltd., M/s Gyan Jyoti Estate Pvt. Ltd., in collaboration with Emaar MGF Land Ltd.,  The DTCP has granted in principle approval to M/s Sternal Buildcon Pvt. Ltd. vide letter no. LC-4222/JE(DS)2020/10232 dated 20.04.2021 and the M/s Sternal buildcon is also acting as a promoter the case vide collaboration/joint development agreement no. 1438  with M/s logical Developers Pvt. Ltd., M/s Pulse Estate Pvt. Ltd., M/s Tocsin Builders Pvt. Ltd., M/s Monga Properties Pvt. Ltd., M/s Gyan Jyoti Estate Pvt. Ltd. respectively dated 14.06.2021. The project comprises of 209 plots out of which 104 plots are frozen and 105 plots are unfrozen.   In the proceedings of last hearing dated 13.07.2021 the promoter was directed to remove the deficiencies, and the promoter has submitted the reply in the authority on the same date of hearing i.e. 13.07.2021, the reply has been scrutinized and the deficiencies which are still pending on behalf of the promoter are mentioned as under:-   Copy of final approval of Change of Developer in favour of M/s Sternal Buildcon Pvt. Ltd. needs to be submitted. Copy of approved service plans and estimates/sanction letter needs to be provided. Online corrections in REP-I (Part A-H) needs to be done. Corrections in DPI needs to be done. Revised copy of LC- IV in favour of Sternal Buildcon Pvt. Ltd. needs to be submitted. Copy of sale deed in favour of landowners needs to be submitted. PERT Chart needs to be submitted. Revised copy of draft application form needs to be submitted. Revised copy of  payment receipt needs to be submitted. Revised copy of  allotment letter needs to be submitted as per the prescribed format. Interest cost on external development charges needs to be mention in other cost of the project. Bank undertaking needs to be provided. Escrow agreement with the bank needs to be provided.   The authority has decided to grant the registration for the project subject to conditions that the promoter will submit the copy of final approval of Change of Developer in favour of M/s Sternal Buildcon Pvt. Ltd. and approved copy of service plans and estimates/sanction letter within three months from issuance of the registration certificate. Further, the promoter is directed to submit the corrected copy of DPI and all other deficit documents mentioned above at point no. 3 to 13  within a week in the office of the authority.Samir Kumar (Member)Vijay Kumar Goyal (Member)Dr. K.K.
