Mr.
Gajender Bhatti, Associate Planning Executive briefed the facts about the
project.
The promoter M/s Signature Infrabuild Pvt Ltd
applied for registration certificate of real estate project namely “Signature
Global City – 92” for the area admeasuring 10.30 Acres located in village
Mewka, Wazirpur, Sector-92, Gurugram., under section 4 of the Real Estate
(Regulation and Development) Act, 2016 vide central receipt no. 10412/19836
dated 11.06.2021 and RPIN-339. The Temp I.D. of REP-I (Part A-H) is
RERA-GRG-Proj-860-2021, the application by the promoter was scrutinized and
deficiency notice indicating major and minor deficiencies was conveyed vide
notice no. HARERA/GGM/RPIN/339 dated 18.06.2021. The Department of Town and
Country Planning, Haryana has granted the license to develop an affordable
plotted colony under DDJAY scheme of 2016 for the area admeasuring 10.30
acres vide license no. 12 of 2021 dated 12.03.2021 to M/s S.A. Township Pvt.
Ltd., M/s Ramprastha Estate Pvt. Ltd. and M/s Signature Infrabuild Pvt. Ltd,
in collaboration with M/s Signature Infrabuild Pvt. Ltd. acting as promoter
and collaborator in the case vide collaboration agreement no. G0C2019J3696
dated 03.10.2019. The project comprises of 191 plots out of which 100 plots
are frozen and 91 plots are unfrozen.
Some of the major deficiencies in the project are
the approved copy of service plans and estimates needs to be provided, PERT
chart indicating the progress of the project is not submitted, CA certificate
for the equity infused by the promoter needs to be provided, the promoter has
mortgaged the land and receivables form the project and lieu of the same
promoter has to submit the loan sanction letter, disbursement and repayment
schedule. The promoter needs to submit an affidavit keeping in view of section 4(2)(l)(D)
mentioning all the three accounts. As on date the promoter has submitted a
reply dated 01.07.2021 for the first deficiency notice. In the last hearing
dated 13.07.2021 the promoter was directed to remove the remaining
deficiencies, and the matter was fixed for 27.07.2021. The promoter has
submitted a reply dated 22.07.2021 the same was scrutinized and deficiency
which are still pending on behalf of the promoter are mentioned as under:-

Copy
of approved service plans and estimates/sanction letter needs to be provided.
The
Authority decided to grant conditional registration certificate for the
project with the following conditions mentioned above and directed the
promoter to comply within three months from issuance of the
registration certificate.
The promoter is advised to
submit detailed project information duly binded and also fill up online DPI

Sh. Anurag Srivastava is present on behalf of the
promoter.
The

deficiencies have been rectified by the promoter except for the deficiencies
mentioned below:-

Online corrections in
REP-I (Part A-H) needs to be done.
2.
Corrections in detailed
project information needs to be done.
3.
Copy of approved service
plans and estimates/sanction letter needs to be provided.
4.
PERT
Chart needs to be submitted.
5.
Cost
of land needs to be clarified as per the area of the registration i.e 10.3
acre.
6.
Cost of External Development
charges needs to be mentioned as per Letter of Intent.
7.
Repayment schedule of the
loan needs to be provided.
8.
Loan sanction letter needs
to be submitted.
9.
Escrow agreement executed
with the bank needs to be provided.
10.
An undertaking from the
company that 10% of the total receipt in Separate RERA compliant account has
been credited to the Haryana Government treasury against the EDC dues until it is fully
paid.
The promoter is directed to remove the above mentioned
deficiencies by the next hearing and fill online DPI and the matter to come up
