behalf of the promoter.
The promoter M/s Sidhartha Buildtech Pvt. Ltd. (Now
known as Millennium Diplomats Pvt. Ltd.)
applied for registration certificate of real estate project namely “Diplomat
Golf Link” for the area admeasuring 10.25 Acres located in Village Sarai
Alawardi, Sector-110, Gurugram., under section 4 of the Real Estate
(Regulation and Development) Act, 2016 dated 13.05.2021 and RPIN-332. The
Temp I.D. of REP-I (Part A-H) is RERA-GRG-Proj-763-2020, the application by
the promoter was scrutinized and deficiency notice indicating major and minor
deficiencies was conveyed vide notice no. HARERA/GGM/RPIN/332 dated
24.05.2021 to remove the above deficiencies/ observations and given an
opportunity of hearing on 31.05.2021 given to the promoter.
The Department of Town and Country Planning, Haryana
has granted the license to develop an Affordable Group Housing under
Affordable Group Housing Policy of 2013 for the area admeasuring 10.25 acres
vide license no. 100 of 2019 dated 05.09.2019 to M/s Sidhartha Buildtech Pvt.
Ltd. (Now known as Millennium Diplomats Pvt. Ltd.).
Due to pandemic COVID-19 the hearing on 31.05.2021
is adjourned to 29.06.2021.
The reply submitted by the Promoter dated 14.07.2021,
15.07.2021 and 09.08.2021 which was scrutinized and found that all the
deficiencies are fulfilled by the promoter except approved environment
clearance, approval of fire scheme and approved service plans and estimates.
However, application is already applied for these approvals in the concerned department,
but final approval is still awaited. Besides ago, it was noticed that earlier
registration certificate no. 322 of 2017 dated 17.10.2017 was issued by the
Interim RERA, Panchkula for the same project site licensed for group housing
colony. However, subsequently the said license no.125 of 2014 dated 23.08.2014
was surrendered by the promoter in the DTCP, Haryana. A license for
development of affordable group housing project for the same project site was
issued by the DTCP, Haryana under migration policy dated 18.02.2016 which is
valid up to 04.09.2024. In view of this, the promoter has submitted the request
of cancellation/revocation of earlier RERA registration certificate no. 322
of 2017 dated 17.10.2017. Accordingly, the same is allowed as no third-party
rights has been created as per the undertaking submitted by the promoter and DTCP
has already allowed the migration of license from group housing into
affordable group housing for 10.25 acres.
Therefore, the promoter is directed to submit the
copy of approved environment clearance, approved fire scheme and approved
service plans and estimates within three months from the date of grant of
registration certificate.
The Authority has decided to grant registration for
the project with the following conditions mentioned above and directed the
promoter to comply within three months from issuance of the registration
certificate.
The promoter is advised to submit detailed project
information duly binded and fill up online DPI information at
hrera.in/app1/sign_up within7 days.

Major Deficiencies of the Project:
1. Fire scheme approval.
2. Approved Service plans and estimates.
3. Approvals/ NOC’s from various agencies for connecting
external services like roads, water supply, sewage disposal, stormwater
drainage and electrical load availability.
4. Deficit fee 15,62,482/-
5. Form REP-II needs to be provided.
6. Environmental
Clearance of group housing is provided by the Promoter. (Valid up to
26.09.2022.
SEIAA/HR/2016/828(Revised EC needs to be submitted
as/Project)).
The matter to come upon 13.07.2021.
