An application regarding
registration of residential floors project namely “Signature Global City
Park-I(1)” situated at Village-Dhunela, Sector-36, Gurugram being
developed by M/s Signatureglobal Homes Private Limited was submitted on
01.09.2021 under section 4 of Real Estate (Regulation and Development), Act
2016. This application for registration is a part of the affordable residential
plotted colony under DDJAY which falls under license no. 18 of 2021 for area
admeasuring 5 acres dated 16.04.2021 valid up to 15.04.2026 being issued in
favour of M/s Signatureglobal Homes Private Limited. The project
comprises of 67 plots out of which 38 plots are frozen and 29 plots are
unfrozen.
The application submitted by
the promoter for the said project contains 29 unfrozen plots on which total of
116 units and 67 commercial units are to be constructed.
On scrutiny of
the application, some of the major deficiencies/observations were observed
which were conveyed to the promoter vide notice no. HARERA/GGM/RPIN/370 dated
08.09.2021. The promoter has submitted the
reply dated 13.09.2021, 17.09.2021 and 05.10.2021 which was scrutinized and
found that all the deficiencies are fulfilled by the promoter except the one
mentioned below: -
1. Copy of approved environmental clearance needs to be
provided.
2. Copy of approved service
plans and estimates needs to be submitted.
3. Copy of approved fire scheme
approval/sanction letter for commercial area need to be provided.
The Authority has decided to grant registration certificate
for the project with the condition of submission of approved environment clearance, service plans and estimates and fire
scheme approval/ sanction letter within three months from issuance of
the registration certificate.
The promoter is advised to submit detailed project
information duly binded and also fill up online DPI information at hrera.in/app1/sign_up
within 7 days. |

plans and estimates needs to be submitted.
5.
Copy of approved fire
scheme approval/sanction letter for commercial area need to be provided.
6.
Copies of approved
landscape plan, approved roads and pavement plan, approved water supply plan,
approved sewerage and garbage disposal plan, approved storm water drainage
plan and approved parking plan need to be submitted.
7.
The Legal documents
related to allottees i.e., allotment letter and BBA are not in the proper
format. The same needs to be provided.
8.
Negative net worth of the
promoter i.e., 3.87 crore.
An interim reply was
submitted on 17.09.2021 but still the approval of service plan estimates,
electric load sanction and online correction in DPI are still awaited. The
corrections made in online DPI are under scrutiny and in meanwhile the
promoter is required to submit approved copy of service plan estimate,
electric load sanction and draft BBA as per RERA Regulation before the matter
is further considered.
It is pointed by the CA
that the project land and all receivables are mortgaged/encumbered which are
against the provisions of Act and Regulations and needs to be
rectified/clarified.
The AR seeks two weeks’
time for their submission.

conveyed to the promoter vide notice no. HARERA/GGM/RPIN/370 dated
08.09.2021. However, the same have not yet been rectified and there are still
deficiencies/observations which shall be conveyed to the promoter within one
week for rectification. The building plan for commercial component are not
yet approved and required to be submitted before its registration. The
promoter is given 3 weeks’ time to remove all the deficiencies/observations
and to submit the deficit approvals.
The matter to come up on 05.10.2021.
