Sh. Anurag Srivastava is present on behalf of the promoter.
The promoter M/s Signature Global Developers Pvt Ltd applied for
registration certificate of real estate project namely “Signature
Global City – 37D” for the area admeasuring 20.589 Acres located in Village
Gadauli Sector-37D, Gurugram., under section 4 of the Real Estate (Regulation
and Development) Act, 2016 vide central receipt no. 10301/19620 dated 11.06.2021
and RPIN-338. The Temp I.D. of REP-I (Part A-H) is RERA-GRG- Proj-863-2021, the
application by the promoter was scrutinized and deficiency notice indicating
major and minor deficiencies was conveyed vide notice no. HARERA/GGM/RPIN/338
dated 30.06.2021. The Department of Town and Country Planning, Haryana has
granted the license to develop an affordable plotted colony under DDJAY scheme
of 2016 for the area admeasuring 20.589 acres vide license no. 08 of 2021 dated
05.03.2021 to M/s Lalwani Brothers Buildcon LLP., M/s Unistay Hospitality Pvt.
Ltd., in collaboration with M/s Signature Global Developers Pvt. Ltd. M/s
Signature Global Developers Pvt. Ltd. is acting as promoter and collaborator in
the case vide collaboration agreement no. G0F2019L1471 and G0F2019L1666 with M/s
Lalwani Brothers Buildcon LLP and M/s Unistay Hospitality Pvt. Ltd. respectively
dated 06.12.2019. The project comprises of 324 plots out of which 166 plots are
frozen and 158 plots are unfrozen. Status on 12.07.2021- All Deficiencies are
removed as on date except copy approved service plans and estimates as the same
are approved from executive engineer HSVP, division-01, Gurugram dated
24.03.2021 is submitted however, final approval is still pending, and PERT
Chart needs to be submitted (details of IDW needs to be mentioned in the PERT
chart).
The
Authority decided to grant registration for the project. The promoter is
advised to submit detailed project information duly binded and also fill up

as promoter and collaborator in the case vide collaboration agreement no.
G0F2019L1471 and G0F2019L1666 with M/s Lalwani Brothers Buildcon LLP and M/s
Unistay Hospitality Pvt. Ltd. respectively dated 06.12.2019. The project
comprises of 324 plots out of which 166 plots are frozen and 158 plots are
unfrozen.
Some of the
major deficiencies in the project are the approved copy of service plans and
estimates needs to be provided, PERT chart indicating the progress of the
project is not submitted, CA certificate for the equity infused by the promoter
needs to be provided. Form CHG-1 &
CHG-9 along with loan sanction letter and loan agreement deed needs to be
provided for the loans of ₹ 38 crore, 40 crore, 250 crore and 72 crores.
The loans are against the company and
as per the statement of AR of the promoter that the land of the project is
encumbrance free and only accruals from the project left out after transferring
70% amount collected from the allottee in the separate RERA account are
hypothecated for which an affidavit shall be submitted. The non-encumbrance certificate also to be
submitted.
