As per sub-rule(2) of rule 3 of the Haryana Real Estate (Regulation and Development) Rules,2017, the fee for registration of the project as has been calculated as follows:
Annexure-B- OUT OF TOTAL PROJECT LAND, APPLICANT IS THE LEGAL OWNER TO THE LAND ADMEASURING 15.475 ACRES AND HAVING COLLABORATION WITH MR. OM PARKASH SAROHA, MR. RAM NIWAS, MR. SUNIL SAROHA AND MR. RANESH KUMAR ON LAND ADMEASURING 0.843 ACRES. THE COLLABORATION AGREEMENT AND POWER OF ATTORNEY IS ATTACHED WITH THE APPLICATION.
THE APPLICANT IS APPLYING AS AN OWNER TO THE LAND ADMEASURING 15.475 ACRES AS WELL AS A COLLABORATOR HAVING COLLABORATION WITH MR. OM PARKASH SAROHA, MR. RAM NIWAS, MR. SUNIL SAROHA AND MR. RANESH KUMAR ON LAND ADMEASURING 0.843 ACRES.
THE COLLABORATION AGREEMENT AND POWER OF ATTORNEY WAS MADE BEFORE THE GRANT OF LICENSE.

THE IMPORTANT CLAUSES OF THE COLLABORATION AGREEMENT WHERE THE APPLICANT HAVE THE POWER TO DEVELOP/ CONSTRUCT THE PROJECT LAND IS AS UNDER:
CLAUSE 2. THE OWNERS HAVE HANDED OVER TO THE DEVELOPER THE VACANT PHYSICAL POSSESSION OF THE SAID LAND FOR DEVELOPMENT OF THE PROJECT AND HAVE VESTED IN THE NOMINEE OF THE DEVELOPER SUCH POWERS AND AUTHORITY OF THE OWNERS AS IS CONSIDERED NECESSARY FOR OBTAINING THE REQUISITE PERMISSIONS, SANCTIONS, APPROVALS ETC. FOR THE DEVELOPMENT ON THE SAID LAND.
CLAUSE 3. THE DEVELOPER, ON RECEIPT OF THE POSSESSION OF THE SAID LAND, WILL ENTER UPON THE SAID LAND FOR TAKING UP THE DEVELOPMENT ACTIVITY AFTER OBTAINING REQUISITE PERMISSION AND APPROVAL FROM THE CONCERN AUTHORITIES. FURTHER, THE OWNERS SHALL EXECUTE A SPECIAL/GENERAL POWER OF ATTORNEY IN FAVOUR OF THE DEVELOPER AND ITS REPRESENTATIVES TO ENABLE THE DEVELOPER TO UNDERTAKE THE CONSTRUCTION AND DEVELOPMENT OF THE SAID LAND PROJECT AND CARRY OUT ALL SUCH ACTS, DEEDS, THINGS AS MAY BE DEEMED NECESSARY BY THE DEVELOPER TO GIVE EFFECT TO THE TRANSACTION CONTEMPLATED UNDER THIS AGREEMENT AND/ OR OTHERWISE EXERCISE ITS RIGHTS AND ENTITLEMENTS HEREUNDER, INCLUDING BUT NOT LIMITED TO THE FOLLOWING:
(I) COMMENCEMENT, CONSTRUCTION, DEVELOPMENT, COMPLETION OF THE SAID LAND/PROJECT;
(II) APPOINTMENT AND ENGAGEMENT OF OUTSIDE AGENCIES, ARCHITECTS, CONTRACTORS, ENGINEERS AND OTHER CONSULTANTS FOR THE DEVELOPMENT OF THE SAID LAND/PROJECT;
(III) MARKETING AND SALE OF THE SALEABLE AREAS OF THE SAID LAND; AND TO COLLECT THE SALE PROCEEDS AND OTHER CHARGES IN RESPECT OF UNITS FROM THE CUSTOMERS/ BUYERS IN THE NAME OF DEVELOPER;
(IV) TO BORROW MONEY OR AVAIL ANY FINANCIAL FACILITIES OR LENDING OR LOANS FROM ANY FINANCIAL OR BANKING INSTITUTIONS;
(V) TO CREATE CHARGE/ SECURITY/ ENCUMBRANCE, BY WAY OF MORTGAGE, HYPOTHECATION OR OTHERWISE, IN RESPECT OF THE SAID LAND OR ANY PART THEREOF, AND THE DEVELOPMENT RIGHTS OF THE DEVELOPER UNDER THE AGREEMENT;
(VI) TO EXECUTE AND PRESENT FOR REGISTRATION AS DEEMED FIT BY THE DEVELOPER, ALL DOCUMENTS INCLUDING BUT NOT LIMITED TO MORTGAGE DEEDS, MEMORANDUM OF ENTRY, DECLARATION, GUARANTEES, HYPOTHECATION DEEDS, LOAN AGREEMENTS, DEBENTURE TRUST DEED, DEBENTURE SUBSCRIPTION AGREEMENTS, TRUST DEED, PLEDGE, NO OBJECTION CERTIFICATES, DECLARATION, AFFIDAVITS, POWERS OF ATTORNEY, ETC., AS MAY BE REQUIRED TO RECORD OR CREATE ANY SECURITY/ MORTGAGE/ ENCUMBRANCE/ CHARGE/ LIEN IN RESPECT OF THE SAID LAND AND/ OR THE PROJECT OR ANY PART THEREOF;
(VII) TO SIGN, EXECUTE AND SUBMIT ALL PAPERS, DOCUMENTS, DEEDS, LETTERS, AFFIDAVITS, NO OBJECTION CERTIFICATES, AUTHORIZATIONS, UNDERTAKINGS AND TAKE SUCH OTHER ACTIONS AS MAY BE REQUIRED TO CONSUMMATE MORE EFFECTIVELY THE PURPOSES OR SUBJECT MATTER OF THIS AGREEMENT; AND
(VIII) TO OTHERWISE DEAL WITH THE SALEABLE AREAS FALLING IN THE SAID LAND AND/ OR THE SAID LAND IN ACCORDANCE WITH THIS AGREEMENT AND TO GIVE EFFECT TO THIS AGREEMENT.
