27-Jul-2021 An application regarding registration of residential floors project namely “Signature Global City 81” situated at Village–Nakhdola, Sector-81, Gurugram being developed by M/s Sternal Buildcon Pvt. Ltd. was submitted on 07.07.2021 under section 4 of Real Estate (Regulation and Development), Act 2016. This application for registration is a part of the affordable residential plotted colony under DDJAY which falls under license no. 07 of 2021 for area admeasuring 11.9778 acres dated 05.03.2021 valid up to 04.03.2026 being issued in favour of Logical Developers Pvt Ltd., Pulse Estate Pvt Ltd., Tocsin Builders Pvt Ltd., Monga Properties Pvt Ltd., Gyan Jyoti Estates Pvt Ltd. in collaboration with EMAAR India Limited. The legal capacity is not mentioned by the promoter in Detailed Project Report. The project comprises of 209 plots out of which 104 plots are frozen and 105 plots are unfrozen. The application submitted by the promoter for the said project contains 105 unfrozen plots on which total of 420 units and 105 commercial units on are to be constructed. On scrutiny of the application, some of the major deficiencies/observations were observed which were conveyed to the promoter vide notice no. HARERA/GGM/RPIN/348 dated 08.07.2021. The promoter has submitted the reply dated 12.07.2021 and 26.07.2021 for the deficiencies after scrutiny of the reply following deficiencies are still pending: -   M/s Sternal Buildcon Pvt. Ltd. need to clarify the legal capacity of the promoter. Online corrections in REP-I (Part A-H) needs to be done. Corrections in DPI needs to be done. Revised copy of LC-IV needs to be submitted. Copy of sale deed in favour of landowners needs to be submitted. Copy of approved environmental clearance needs to be provided. Copy of approved service plans and estimates/sanction letter needs to be provided. Copy of approved fire scheme approval/sanction letter for commercial area need to be provided. Copies of approved landscape plan, approved roads and pavement plan, approved water supply plan, approved sewerage and garbage disposal plan, approved storm water drainage plan and approved parking plan need to be submitted. The Legal documents related to allottees i.e., application form, allotment letter, BBA and payment receipt are not in the proper format. The same needs to be provided. Copy of building plan (BR-III) of commercial area needs to be provided. Details of inventory plot wise needs to be submitted. Details of frozen and unfrozen plots needs to be submitted. Part-E-Project Cost/sale Proceeds 14.  Cost of land needs to be clarified for the area of 11.9778 acres. 15.  Interest cost on external development charges needs to be mentioned in other cost of the project. 16.  Cost of conversion charges, license fees and EDC needs to be mentioned as per letter of intent. Part-I-Quarterly schedule of physical and financial progress 17.  Details of charges created as per the MCA records needs to be provided i.e., Form CHG-1, CHG-9, mortgage deed and hypothecation deed.  Part H-Bank account details 18.  Escrow agreement with the bank needs to be provided. 19.  Cost of IDC is exempt in case of DDJAY hence it is not part of estimated project cost. The authority has decided to grant the registration for the project subject to conditions that the promoter will submit the copy of final approval of Change of Developer in favour of M/s Sternal Buildcon Pvt. Ltd., copy of approved fire scheme approval and building plan for commercial area i.e. 0.480 acres, approved environment clearance and approved copy of service plans and estimates/sanction letter within three months from issuance of the registration certificate.  Further, the promoter is directed to submit the corrected copy of DPI and all other deficit documents mentioned above at point no. 2 to 19 within a week in the office of the authority.
